The use of cement being used to attach headstones to bases has now become an outdated method of fixing because the type specified now only covers white cement and not the cement that is currently in use.

Cement used is entirely satisfactory, say in a downward compression force as between bricks in a building but are very weak and brittle in tension or bending as in a pull force test on a memorial stone.
